Roundabout at Foothills and 18th?

PRINCE GEORGE – The Carriage House and Forest Glen apartments have graced the corner of Foothills Boulevard and University Way for many years. But recently, a new complex went up.

“We just finished Forest Glen 3, which is a 51-unit apartment building that opened on January 1st and it’s very successful. It’s already full,” explains Jason Fawcett, President of the Kelson Group. “And just to the south of that, we are under construction for a new complex called “Foothills Crossing” that will have approximately 220 apartments.”

In total, by the time the last complex is complete, there will be a total of more than 400 units at that location. But the layout has an unusual configuration for people trying to enter and leave.

“The new Foothills Crossing development will only have a right turn onto Foothills and we do realize that a lot of people will want to go north, to the left, and we are encouraging the City to come up with a solution where we would hopefully be able to turn left.”

What’s being proposed and funded is a roundabout at the intersection of Foothills Boulevard and 18th Avenue.

“A roundabout has actually been a proposed solution to this area for a little while,” explains Tiina Schaeffer, Manager of Infrastructure Planning. “It’s an odd intersection and really a roundabout solution is something that has been identified, dependent on demand and development triggers.”

$1.6 million has been set aside in this year’s budget.

“So the funding will cover both the design and construction of the project,” explains Dave Bradshaw, Manager of Transportation and Technical Services. “We’re hoping to complete our design this year with plans to begin and complete construction in 2023.”

And in a unique move, the developer, the Kelson Group, approached the City about a solution and has offered to help with the costs of the roundabout.

“We have made an offer to help this project move along a little more quickly with the City of Prince George. Those discussions are ongoing. We do believe it’s our responsibility as developers is to help with some of the infrastructure costs that come with additional density.”

The City says there are already significant users of that area of town that will benefit from the roundabout. However, the City says it is contingent on the developer coming forward with its contribution.
