Judge wants more information before deciding if Prince George sex offender should be jailed indefinitely

PRINCE GEORGE — A judge in Prince George Provincial Court decided Dec. 24 that a repeat sex offender would be assessed to determine whether he should be designated a dangerous or long-term offender.

Last January, Louie Tommy, 58, pleaded guilty to sexually assaulting a woman near the Prince George Public Library in summer 2024.

Judge Martin Nadon agreed with the Crown that there is a “relatively low threshold” in this case because of Louie’s most-recent guilty plea and that he has three prior convictions for sexual assault, including sexual assault with a weapon in 2008.

“On that conviction, he was ultimately designated as a long-term offender and put on long-term supervision for 10 years,” Nadon said. “And so I think, given all of that, I’m of the view that the test has been met.”

Nadon ordered Louie be assessed over a period of 60 days and then gave another 60 days for the report.

A long-term offender designation would mean a minimum two-year jail term and an order for supervision for up to 10 years. If deemed a dangerous offender, the jail term would be indefinite.

Repetitive or persistent aggressive behaviour, the nature and seriousness of the crimes and the likelihood of reoffending are all factors considered in determining such a designation.

The next hearing in the case is March 25.

When Tommy pleaded guilty last January, the court heard that a witness saw him appearing to perform chest compressions on a woman at a green space near the library. When the witness approached, she found Tommy’s hands down the front of the woman’s pants, trying to take them off. When she stepped away to call the RCMP, the witness said she saw Tommy jump back on top of the victim.

RCMP officers found Tommy next to the victim, who was grossly intoxicated and barely responsive. She was partially exposed below the waist and needed medical help. Tommy’s belt was undone and the zipper on his pants pulled down.

The victim later told police that Tommy was a friend that she ran into on a night of drinking cocktails with her husband. She woke up in the hospital with a sore shoulder, scratched cheek and feeling as if someone had punched her.
