Some changes to senior staff wages

PRINCE GEORGE —A report back to Council around the wages and compensation for exempt staff generated a lot of discussion around Council recently.

The report compared the wages and compensation for City of Prince George with ten others. Overall, the survey found that local staff are compensated at the same level as those in the other municipalities. However, while the average work week in those other communities is 35 hours, the City of Prince George works an average of two-and-a-half hours longer.

But the choice of comparative cities came into question as well. The ten comparison cities include the City of Victoria, the District of Saanich and the Township of Langley.

Comparison Municipalities:

2016 Pop’l 2019 Pop’l (Est) 2016 Area (Sq Km)

City of Prince George: 74,003 81,345 318

City of Victoria 85,792 94,005 19

District of Saanich 114,148 122,173 104

Township of Langley 117,285 130,924 308

“What matters is the operational structure of that organization,” says Councillor Kyle Sampson. “That’s what we have to look at versus things like snow removal. Do they have snow in that city or do they not? So I think we should be looking at municipalities across Canada.”

However, Council has also adopted a revised policy when it comes to overtime. That issue was front and centre for the community after the 2017 wildfire brought 10,000 evacuees and City staff were doing a lot of overtime.

Wage Comparison:

2016 2017 %

City Manager: $239,983 $284,480 18%

Planning GM: $199,156 $210,299 5%

Public Works GM: $185,637 $208,218 10%

Community Services GM: $189,243 $212,661 12%

Communications Director: $177,124 $199,911 13%

With that in mind, Council approved prohibiting overtime for the City Manager, General Managers and Directors.

“That was priority Number One for me back in the [election] campaign,” says Sampson. “That was something everyone was talking about. Really pleased to see that the current Administration, the Administration of today, is more onside with the direction [Council] was going with that, which is eliminating overtime for senior management.”

However, senior staff who regularly attend Council meetings will get an additional two weeks vacation in lieu of overtime.
