Two Prince George Mounties charged with manslaughter, 3 with obstruction of justice

PRINCE GEORGE — Two Prince George RCMP officers are facing a charge of manslaughter following an incident that resulted in the death of a suspect arrested by police on Central Street West near 8th Avenue back on July 18, 2017.

The officers charged are Cst. Paul Ste. Marie and Cst.Jean Francois Monette.

Three other officers have been charged with attempting to obstruct justice in connection with the events immediately following the arrest. Those officers are Cst. Arthur Dalman, Cst. Clarence (Alex) Alexander MacDonald, and Sgt. Bayani (Jon) Eusebio Cruz.

The charges were announced today by the BC Prosecution Service following an investigation by the Independent Investigations office.

The first appearance for all officers on these matters is scheduled for March 14, 2023 in Prince George Provincial Court.

According to police, at 10:32 p.m. on Tuesday July 18, 2017, RCMP officers were responding to a call of a male “casing vehicles” in the 1000 block of Central Street West in Prince George.

Officers located the male and attempted to take him into custody. Police say a struggle ensued and they used OC (pepper) spray in the process of apprehending the male who was then placed in a police vehicle.

The male appeared to be having trouble breathing and police requested medical assistance.

Police say once the ambulance arrived, the man was taken out of the police vehicle and collapsed. He was pronounced deceased in hospital shortly after midnight.
