Debate over efficacy of FSA tests continue

PRINCE GEORGE — With every school year comes testing and for kids in Grades 4 and 7 in B.C., they have to take the FSA, also known as the Foundation Skills Assessment. Students right across the province are in the middle of FSA testing, just one of many standardized tests that are taken by students every year.

The province says that the FSA provides parents, teachers, schools, school districts and the Ministry of Education with important information on how well students are progressing in the foundation skills of Literacy and Numeracy. The Fraser institute champions FSA’s and uses them in their annual school rankings and report cards.

“The school rankings, the school report cards that we at the Fraser Institute put out are really just a way of making the FSA province wide test results clear and understandable to parents and teachers and school administrators and other stakeholders in the education world.” – Paige MacPherson, Associate Director, Education Policy, Fraser Institute

Daryl Beauregard of the PGDTA does not see FSA’s in that light. In March, Ron Brent elementary was ranked last in elementary school rankings according to the Fraser institute. Beauregard says that the data from the FSA’s should not be used for ranking schools.

“What I did see is that a whole school of staff and students and management were shamed publicly. That’s not acceptable… I believe the way the data is used and publicly to rank schools and shame them is unethical.” – Daryl Beauregard, President, PGDTA

The Fraser Institute also argues that FSA’s are an accountability mechanism.

“It’s an accountability mechanism for schools, for teachers, for the government to ensure that the many, many education tax dollars that are being spent are ensuring that our kids are succeeding in school.” – Paige MacPherson, Associate Director, Education Policy, Fraser Institute

Beauregard says that he has not seen any resources added to underperforming schools based on data from FSA’s.

“I have yet to see any particular provincial government look at a school that’s underperforming and provide additional support.” – Daryl Beauregard, President, PGDTA

Despite reservations expressed by the BCTF though, there are no indications that the tests will be ending anytime soon.
