Prince George City Councillors to discuss three potential UBCM resolutions Monday

PRINCE GEORGE — Prince George City Councillors are set to discuss a number of potential resolutions that may be forwarded to the Union of BC Municipalities (UBCM) convention later this year.

The first, presented by Mayor Simon Yu, will be asking the province to develop a funding model to compensate local governments that provide emergency medical services though their fire departments.

A similar resolution that was presented in 2023, was endorsed by the UBCM, but the City wants to resubmit it this year, as it wasn’t satisfied by the response it got from the Province.

“The provincial response emphasized the voluntary nature of the agreements between BCEHS and the municipality, advising that costs may be managed by scaling back participation in providing lifesaving emergency medical services and pre-hospital care by fire and rescue services,” a City report said.

“The City feels this is an inappropriate and impractical response to our genuine concern.”

The second resolution, which is being presented by Councillors Trudy Klassen and Brian Skakun aims to give City Councils more authority to terminate a municipal officer by a simple majority vote, instead of the current two-thirds vote.

It wants the Provincial Government to amend Section 152(2) of the Community Charter to allow that possibility.

“Municipal officers, controlling the flow of information to Council, wield significant influence. Without proper incentives to serve the entire Council equitably, they may prioritize a supportive minority, undermining accountability,” a notice of motion from the two councillors said.

“These changes empower Council to better reflect voter priorities, enhance accountability, and strengthen democratic governance.”

The final resolution is calling on the UBCM to petition the Province to declare gender-based violence, intimate partner violence, and human trafficking an epidemic in British Columbia. It also wants the Province to update its Action Plan to Combat Human Trafficking, noting it hasn’t been done since 2013.

It was put forward by Councillor Garth Frizzell in his role as the Chair of the Standing Committee on Intergovernmental Affairs.

All three of the resolutions will be up for discussions at Monday’s (June 9) council meeting, which gets underway at 6:00 p.m. from Prince George City Hall.
