IIO clears Quesnel RCMP
B-C’s police watchdog has found the use of force by a Quesnel R-C-M-P officer was necessary and relatively limited following the arrest of a man who suffered a broken jaw in the incident in a police holding cell last year.
A report from the Independent Investigations Office says police had responded to a request to check on the man’s well-being and arrived to find him intoxicated and showing signs of paranoia and hostility towards members of his family.
The report says the man was initially calm when he was placed under arrest for mischief, but he later resisted, including pushing an officer in the chest and appearing to reach towards the duty belt of the officer who then punched him.
The man was released without charge after sobering up and went to the hospital four days later, where he was found to have a broken jaw requiring a series of surgical procedures — but the watchdog says it found no reasonable grounds to believe the officer who punched him committed an offence.
